All current members of the Lincoln Club are invited to attend our PAC meetings and take a direct role in our candidate endorsements. This PAC meeting will take place on Thursday, August 22nd at 3 pm in Carlsbad at the Green Dragon Tavern and Museum. Immediately following the PAC meeting (5:30 pm), there will be a happy hour networking reception for both current and prospective members.

Escondido City Council

Lincoln Club Endorsement Policy – Criteria for Endorsement
The candidate must demonstrate understanding of business issues and policies that promote a vibrant economy and job creation. When evaluating the candidate’s qualifications, the Lincoln Club will consider:
● Experience in business
● Record in previous public office
● Understanding of the public policies handled by the office being sought and how those policies impact the economy
● Understanding of the budget and management of the office sought and related agencies.
● Affirmative proposals for how to improve the efficiency of the office sought
● Affirmative proposal for how to encourage economic growth, prosperity, and job creation through the office sought
The candidate must demonstrate the ability to win the election. When evaluating viability, the Lincoln Club will consider:
● Previous offices held
● Name identification
● Campaign finance goals, fundraising plan, and ability to meet those goals • Biography and qualifications
● Grassroots support
● Professional support
● The strength of other candidates
The candidate must demonstrate that within the field of candidates, they are best qualified for endorsement. When evaluating the distinction of a candidate, the Lincoln Club will consider:
● Differences in policy issues
● Differences in leadership style
● Differences in experience

Article VII. Section 5. A. Meeting of the Board of Directors
Regular meetings of the Board of Directors shall be held not less than quarterly. Special meetings of the Board of Directors for any purpose or purposes may be called at any time with three days written notice which includes the agenda by the Chairman of the Board, or, if he is unable or refuses to act, by any three Directors. Provided a quorum is present, a majority vote of those present will prevail unless otherwise specified.
Should an endorsement recommendation come to the Board of Directors from the Political Affairs Committee with at least a 2/3 vote of the Political Affairs Committee, the Board must adopt that recommendation unless over-ridden by the Board by a 2/3 vote. Abstention votes will be counted in the grand total vote of the Political Affairs Committee.
Please note: Article VI. Section 2. Executive Committee, Duties and Authority
F. (The Executive Committee) may consider endorsement recommendations from the Political Affairs Committee and, subject to approval by a majority vote, submit their own endorsement recommendations to the Board of Directors.
G. They may make an endorsement recommendation to the Board in races in which the Political Affairs Committee did not make an endorsement.
Political Affairs Committee – Conflict of Interest Policy
Any Lincoln Club member attending a Political Affairs Committee meeting who
works for, directly or as a consultant, any candidate, elected official or policy campaign; or for a consulting firm representing a candidate campaign under consideration;
or who has a direct financial interest – separate than a general economic interest in respect to the business community of San Diego - in an issue or candidate,
must disclose the relationship or interest, and shall not participate in or be present for: any candidate presentations (other than their own client’s), any PAC discussion, or any vote on that candidate or matter. The relationship must be disclosed when the issue or candidate that is subject of the conflict is introduced and, prior to presentations, any member(s) with a conflict of interest must leave the room (unless he/she is making the presentation on behalf of the candidate or the issue under consideration or observing his/her own client’s presentation).
Recording of any portion of a PAC meeting by members or guests is prohibited.
